There appears to be no management left except one person collecting dues for what.  President's position was open, V/P would not fill the position so the treasurer (who handles the finances) jumps in and declares himself president.  Maybe some uneducated persons will send in their dues and if 2020 looks like to be like 2019 was, they may just get another notice for dues in 2021.
It's a shame that the club basically destroyed itseld over a decade ago and is surviving on a small portion of members who still send in dues.  Once a decent organization (late 1960's to late 70's) a handful of poor managers (who spent most of the time giving themselves awards and stealing stories written by others and adding their names as the author and once again giving themselves an award for something they didn't write" is just a sample of why they hide their number of members. Many have said this group would eventually go down, it just took a little longer than expected.  Looking at the last list of club officers speaks volumes.  How desperate were they to allow Herman Darvick to  rejoin after being expelled?  How desperate was the UACC  to go so low and accept the $29 membership dues from Darvick?  How desperate was the UACC to take dues from a person like Herman Darvick who admitted, in writing, that he is a forger of autographs. Why would anyone with a good name want to be associated with them?  Most don't!
Take caution, logging onto the UACC web site! Below is what you will probably get. There's not much there of any value and most is out dated.  Not even close to being worth getting a bug in your computer.
